Delhi Education Minister Atishi on Wednesday announced plans to bring in a law for regulating coaching centres in the capital following the deaths of three UPSC aspirants in a flooded basement of a coaching institute in Rajinder Nagar on July 27.
“The Central Government has not brought any legislation to regulate the illegalities in coaching institutes. The Delhi government will not wait for the Centre. The Delhi Government will bring legislation which will regulate all types of coaching institutes in the city. As a long-term solution, the Coaching Institutes Regulation Act will be introduced,” the minister told reporters.
The law will specify the qualification of teachers and the minimum infrastructure needed for a coaching institute, among others.
“The qualifications of the teachers will be specified. Thirdly, the fees of the coaching institutes will be regulated because this has also emerged as a concern among students. There will be restrictions on the coaching centres for misleading advertisements. Lastly, and most importantly, this process will not be a one-time process, regular inspections of the coaching centres will be done,” she said.
The Delhi Government will constitute a committee with students from the coaching institutes along with officials to formulate regulations for coaching centres, Atishi added.
The basements of 30 coaching centres have been sealed by the Delhi Government, including those of Drishti IAS, Vajiram, Sriram IAS, Sanskriti Academy, and IAS Gurukul, among others.
The minister mentioned that 200 other coaching institutes who were found to run libraries and classes illegally in basements have been served notice.
Atishi said that a magisterial inquiry report on the cause of the incident is expected in six days and promised to take stern action against the officials found guilty.
The minister highlighted that among the key things that came to light regarding the coaching centre incident on the evening of July 27 was the blockage of drains caused by the encroachments from the coaching centres in the area, leading to waterlogging in the area.
Meanwhile, Mayor Shelly Oberoi has said in a statement that the junior engineer responsible for the drain has been permanently terminated from the Municipal Corporation of Delhi and the assistant engineer has been suspended.
